Website size

Is there a way to fix the website to a certain size i.e. 960x480 or something like that. Here is my problem... I created a banner and it repeats across the top. I would like to design a banner that is fixed at a size and not repeat. I have designed sites(not iScore) that have a fixed size then I chose a background image and when someones screen is larger it fills the sides with the image I selected.
Can this be done?
