Basically, it can be either a dead ball or a live ball depending on the situation.

Just out of curiosity, if you weren't the umpire in question, why did you yell out 'Dead Ball!'?

Our kids were in the field. Runner on 2nd only. Two outs.
Home plate umpire allowed runner at 2nd to advance to 3rd. It was my understanding prior to this research and asssitance, that it would be a dead ball / umpire interference and batter gets first but runner on 2nd stays put as not forced to move up. Home plate umpire ruled live ball and allowed runner to advance. Runner ended up scoring on wild pitch and then after that we got batter out for 3rd out. So, run should not have counted.
