Credit for punt return after block and TD on PR with penalty

Is it right that the player that blocked the punt got credit for return yardage and a punt return, while the person that picked up the blocked punt and ran it did not?

Also, we had a punt return returned for a touchdown, however, it was called back for a penalty. The exported data still gave the player credit for the touchdown and that created an issue with the score calculation.
