Foul tip outs and errors

Can a foul tip out occur on any pitch count? Basically, batter comes up with 0 balls and 0 strikes, if they foul tip the first pitch and ball goes directly into catcher's glove, is that an out or is there a prerequisite?

Are these true? So a batter hits the ball to 3rd, 3rd throws to 1st...
...if the ball is not where the 1st baseman can obtain the ball (too short, wild throw), the error would be on 3rd
...if the ball is where the 1st baseman can obtain the ball (but is bobbled, dropped, through them), the error would be on 1st

"foul tip out" is only on a third strike. If they "pop the ball up" and the catcher catches it, that happens on any count and counts as a pop out.

For the error on the play at first... if the first baseman could have been reasonably expected to catch the ball and didn't, it is an error on 1B. If the ball is thrown in a way that the first baseman can not reasonably have been expected to catch it, then it is a throwing error on 3B.
