What are the general guidelines to determining who gets the error when the throw to first isn't great? What if the throw to first is on line but low? It doesn't bounce before getting to first base but it's right at the shoe tops and then not caught. Is that a throwing error on the fielder or an E3?

Without seeing the play it is hard to say, but the rule is "ordinary effort". If the average first baseman at your age level should have caught the throw, the error is likely on 1B. If not, it is on the fielder making the throw.
