who gets the error
shortstop fields the ball throws to first. ball bounce but could have been caught by first baseman who misses it. I say error to short on the throw, question was should it be on first who if caught it would have made the out.

Usually a bounced throw would be an error on the player that threw the ball. The rule is "ordinary effort", not whether the play "could" have been made. If the first baseman should have made the play with ordinary effort, then it will be an error on 1B, but it's pretty hard to justify a bounced throw as an error on 1B.
