At start of period, can score points w/o starting period
At start of period, can score points w/o starting period
At start of periods (2nd, 3rd 4th) , (but not at start of game), I can select players and action before i "start the period". is that by design?

This gives you a chance to catch up on scoring for the quarter by checking with the official scorer. If you missed a few plays, you can still get them assigned in the right quarter (even if the clock time will not be right). You would not be doing any "catch up" before the game starts.
