Why does the clock start after a made free throw?

Why does the clock start after a made free throw?

When scoring the clock starts after a made free throw. It should not start unless told to do so.

One reason is experience of watching people score games. Scorekeepers do not remember to start the clock when we leave it to manual starting/stopping. They do remember to stop the clock when action stops on the court, but they overlook starting the clock.
