Fouls after missed substitutions

Now that we can add points for a player not in the game (if a substitution was missed) that is great. But it would be great to do the same thing for fouls ( I.e. be able to scroll to bench players in case sub was missed)

Some modes allow this already, but we will add a request to support this in all modes.
