Realistically, the only judgement calls that can be changed are safe/out and strike.
Safe/out - If an umpire thinks that a fielder pulled her foot he can rule him/her safe and then have a quick conference to find out if the fielder did.
Strike - Everyone knows this one...did the batter swing?

Technically, yes Petro is correct. However, the umpire goofed up. The rule to be applied should not have been PASSED RUNNER but MISSED BASE. No. The pitcher is not trying to prevent a stolen base in this case. He is trying to pick the runner off a base he already legally occupies. He is charged with an error.

Actually Tex, I'm not sure that's accurate. I don't know exactly the rule, but I know a couple of leagues (Little league being one of them) credit an inning pitched, and not a fraction of it, if they throw a single pitch in an inning.
